Sex chat and cheating

I recently caught my husband masterbating on a sex chat line. He claims that he was listening in to another call and bot speaking directly to the person himself.
Does this still count as cheating?
If he was chatting directly to them then

If he did talk directly to them I consider this cheating as he has done this before and he knows my boundaries.
He also told me he was just listening in before but I have no way of knowing this for sure.
We've been together a long time with children and have an active sex life.
It had been a few days but I was actually coming to have sex with him when I caught him. So it's not like I'm not up for it.
He has had an emotional affair before so at what stage does this turn into a physical on.
What pisses me off the most is that he's paying for it when I'm right there and willing. I'm not exactly pure vanilla either.

Yeah he's lying and the fact he's on their in the first place is wrong. It's cheating. Looking at porn fair enough but he isn't he's paying online for a call it's wrong especially when you 2 have an active sex life I'd understand if notnhad sex for months etc but this is wrong I wouldn't tolerate it and having an emotional affair too undeserve better sweet x
